.SYNOPSIS...Tropical Storm Francine is near 24.9N 95.6W at 11 AM
EDT, and is moving north-northeast at 7 kt. Maximum sustained
winds are 55 kt with gusts to 65 kt, and the minimum central
pressure is 988 mb. Francine will strengthen to a hurricane near
26.0N 94.8W this evening with maximum sustained winds 65 kt
gusts 80 kt, move to near 27.8N 93.2W Wed morning with maximum
sustained winds 80 kt gusts 100 kt, then begin to weaken as it
moves to just inland near 29.9N 91.3W Wed evening. Francine will
move inland and weaken to a tropical storm near 32.2N 90.4W Thu
morning with maximum sustained winds 40 kt gusts 50 kt and to a
tropical depression well inland near 34.6N 90.1W Thu evening.
Associated rough to very rough seas will persist off the coast
of Veracruz and Tamaulipas through at least this morning.
Looking ahead, winds and seas will diminish across the Gulf Thu
through Fri, however westerly swell will impact the eastern Gulf
Wed through Thu. High pressure will become established over the
N-central Gulf Sat and Sat night.

30 to 35 kt. Seas 9 to 14 ft. Numerous squalls and 
thunderstorms.
.TONIGHT...TROPICAL STORM CONDITIONS EXPECTED. E winds 55 to
70 kt. Seas 10 to 15 ft. Numerous squalls and thunderstorms.
.WED...HURRICANE CONDITIONS EXPECTED. E winds 65 to 75 kt,
shifting to W 70 to 80 kt in the afternoon. Seas 13 to 18 ft.
Numerous squalls and thunderstorms.
.WED NIGHT...TROPICAL STORM CONDITIONS EXPECTED. W winds 40 to
45 kt, diminishing to 20 to 25 kt late.  Seas 10 to 15 ft in W 
swell, becoming 7 to 10 ft in NW swell late. Scattered showers
