UPPER-LEVEL WINDS ARE CURRENTLY ONLY MARGINALLY CONDUCIVE FOR DEVELOPMENT...BUT COULD BECOME A LITTLE MORE FAVORABLE DURING THE NEXT DAY OR TWO.
