ENVIRONMENTAL CONDITIONS ARE GRADUALLY BECOMING MORE CONDUCIVE FOR DEVELOPMENT OF THIS DISTURBANCE AS IT MOVES WEST-NORTHWESTWARD AT 10 TO 15 MPH...AND A TROPICAL DEPRESSION COULD FORM AS EARLY AS THIS AFTERNOON OR TONIGHT.
