WHILE UPPER-LEVEL WINDS ARE CURRENTLY ONLY MARGINALLY CONDUCIVE FOR DEVELOPMENT...THEY ARE FORECAST TO BECOME MORE FAVORABLE IN ANOTHER DAY OR SO.
