For the North Atlantic...Caribbean Sea and the Gulf of Mexico:

1. A small low pressure area has formed about 1100 miles east of the
Windward Islands.  Upper-level winds are only marginally conducive,
and any additional development should be slow to occur as the
system drifts northward during the next few days.

* Formation chance through 5 days...low...10 percent.
