.SYNOPSIS...Fresh NE-E winds will pulse to strong across and 
downwind of the Papagayo region to near 90W tonight into early 
Wed, with winds pulsing to moderate to fresh thereafter. Large 
S-SW swell will spread into the waters from offshore Ecuador to 
the Galapagos Islands by Wed morning, and reach the remaining 
area waters and Central American coasts Thu. This swell will 
build seas to rough from offshore Ecuador to the Galapagos 
Islands through Thu night.
